Dr Andrew Phillips
Senior Occupational Hygienist
Andrew has a PhD in Chemistry and a Post Graduate Diploma in Occupational Safety and Health. He is a Fellow of the Royal Society of Chemistry and a Chartered Chemist. Andrew is also a Lifetime Honorary Member of the British Occupational Hygiene Society and holds a Specialist Diploma in Occupational Hygiene (Dip OH(S)) in chemical risk.
Andrew is a Chartered Member of the Faculty of Occupational Hygiene. He worked initially for a UK-based gases company before joining the Health and Safety Executive in 1979, as the manager of the regional occupational hygiene field consultant group laboratory in the South of England. He gained extensive experience of typical work practices and exposures to substances in many industries, small and large.
In 1984 Andrew became a Specialist Chemical Inspector for HSE, a role which provided him opportunities to better understand exposure and reasonable practicability of control across the breadth of the work as required in that regulatory context. His roles included technical input into limit setting, development of guidance, oversight of research activities, development of exposure models and management of the National Exposure Database. Latterly he provided specialist input into exposure to biocides and their products. From 2011 to 2016 Andrew worked as a Senior Scientist at the European Chemicals Agency in Helsinki providing exposure expertise for REACH processes.
Andrew retired from that role at the end of 2016 but continues his quest to ensure that exposures to substances are not misinterpreted.
AREAS OF EXPERTISE:
Historical exposures to many substances with specific knowledge of exposure to asbestos, both in manufacturing and removal, respirable crystalline silica, man-made mineral fibres and refractory ceramic fibres. Andrew has experience of typical workplace exposures and application of the concept of reasonable practicability within the UK health and safety legislative framework, specifically COSHH. Andrew has interests in dermal exposure and application of methods to control it.
